Across several weeks, threatening phone calls continued. Originally, allegedly from a former police officer and a former defense officer, and then from the police themselves. Finally, one resident asserts he was called to law enforcement headquarters and told clearly: keep quiet or encounter real trouble.

Shaikh is one of many opposing a high-value redevelopment plan where one of India's largest slums – one of India’s largest and most storied slums – is scheduled to be razed and transformed by a multinational conglomerate.

"The unique ecosystem of Dharavi is like nowhere else in the planet," states the protester. "However the plan aims to dismantle our community and silence our voices."

Dual Worlds

The narrow alleys of Dharavi stand in sharp opposition to the towering buildings and Bollywood penthouses that overshadow the settlement. Dwellings are assembled randomly and typically missing basic amenities, informal businesses emit toxic smoke and the air is saturated with the unpleasant stench of open sewers.

Among some individuals, the promise of a renewed Dharavi into a developed area of luxury high-rises, organized recreational areas, contemporary malls and apartments with two toilets is a hopeful vision realized.

"There's no proper healthcare, roads or water management and we have no places for youth to recreate," says A Selvin Nadar, in his fifties, who relocated from Tamil Nadu in 1982. "The only way is to demolish everything and construct proper housing."

Resident Opposition

However, some, like this protester, are resisting the project.

All recognize that Dharavi, consistently overlooked as an illegal encroachment, is urgently needing financial support and improvement. However they fear that this initiative – absent of resident participation – could potentially convert premium city property into a playground for the rich, evicting the disadvantaged, immigrant populations who have lived there since the nineteenth century.

It was these excluded, relocated individuals who developed the vacant wetlands into an extensively researched phenomenon of community resilience and commercial output, whose economic value is estimated at between a significant amount and a substantial sum a year, making it one of the world's largest informal economies.

Relocation Worries

Of the roughly one million people living in the packed sprawling area, fewer than half will be able for new homes in the development, which is projected to take an extended timeframe to finish. Additional residents will be transferred to barren areas and salt plains on the remote edges of the metropolis, threatening to divide a generations-old social network. Some will not get homes at all.

People eligible to stay in Dharavi will be given units in high-rise buildings, a substantial change from the evolved, communal way of dwelling and laboring that has supported the community for many years.

Businesses from garment work to ceramic crafts and recycling are likely to shrink in number and be transferred to an allocated "commercial zone" separated from people's residences.

Survival Challenge

For residents like this protester, a workshop owner and long-time of his family to live in this community, the plan presents an existential threat. His makeshift, three-floor facility creates apparel – tailored coats, premium outerwear, decorated jackets – marketed in luxury boutiques in upscale neighborhoods and overseas.

Household members resides in the accommodations below and his workers and garment workers – laborers from north India – live there, allowing him to afford their labour. Beyond this community, Mumbai rents are often tenfold costlier for a single room.

Harassment and Intimidation

Within the government offices nearby, a visual representation of the Dharavi project shows an alternative vision for the future. Fashionable people gather on two-wheelers and e-vehicles, purchasing international bread and pastries and having coffee on a terrace near a restaurant and treat station. It is a world away from the inexpensive idli sambar first meal and low-cost tea that sustains the neighborhood.

"This is not development for us," explains Shaikh. "It's a massive land development that will render it impossible for our community to continue."

Furthermore, there's distrust of the corporate group. Managed by a powerful tycoon – among the country's wealthiest and a supporter of the Indian prime minister – the business group has encountered allegations of preferential treatment and financial impropriety, which it denies.

While local authorities labels it a partnership, the business group contributed $950m for its majority share. Legal proceedings stating that the initiative was questionably assigned to the corporation is being considered in the top court.

Sustained Harassment

Since they began to actively protest the redevelopment, Shaikh and other residents state they have been subjected to ongoing efforts of pressure and threats – comprising phone calls, direct threats and implications that criticizing the initiative was comparable with speaking against the country – by figures they assert work for the developer.
